Moulsham Hall Estates Secures Local Plan Allocation
Moulsham Hall Estates has secured a significant strategic growth allocation in the adopted Chelmsford Local Plan for a new sustainable neighbourhood in Great Leighs. The comprehensive development will deliver approximately 750 new homes alongside substantial community infrastructure and environmental enhancements.
The site, situated to the west of Great Leighs, has been masterplanned as a landscape-led development that prioritises sustainable travel and community facilities. The development framework includes a new neighbourhood centre, primary school with co-located early years facility, and extensive public open spaces, all strategically positioned to maximise connectivity with the existing village.
A key focus of the development is the preservation and enhancement of the historic environment, particularly around the Grade II listed Moulsham Hall, where an enhanced parkland setting will be created. The scheme also incorporates significant ecological considerations, including protection measures for the River Ter Site of Special Scientific Interest (SSSI) and creation of new habitat areas.
The development's infrastructure commitment encompasses substantial improvements to local transport networks, including enhanced pedestrian and cycle connections, public transport provisions, and contributions towards the Chelmsford North East Bypass. The scheme will also deliver five serviced plots for Travelling Showpeople, demonstrating its commitment to creating an inclusive community.
This strategic allocation represents a significant milestone in Chelmsford's Local Plan, adopted in May 2020, and reinforces Moulsham Hall Estates' position as a key contributor to sustainable community development in Essex. The development is expected to commence delivery from 2023, with completion anticipated by 2036.
